Unintended Consequences

Sometimes, regardless of limitations on regulations being put in place, humans react to other new opportunities  which become available. This can result in consequences which had not originally been foreseen. The slow reduction in the availability of grant funding from public sector bodies appears to be an example of this phenomenon. This is a version of a document describes the pressures which are tending to result in the loss of grant funding from public sector funders.
